Douglas County Safe Communities

Our Mission

To decrease traffic related injuries and fatalities in Douglas County through collaborative and preventative partnership efforts of the 4 E’s: Education, Engineering, Enforcement and Emergency Medical and Trauma Services.

Driving Toward Zero Deaths

We know that when a community takes ownership of an issue, change happens!

One every 17 minutes, someone is injured in a crash on a Minnesota roadway. Riding in a motor vehicle is one of the most dangerous things most of us will do each day. In 2011, 368 people got in their vehicle to go somewhere, but they never made it. They lost their lives on a roadway in Minnesota.

Minnesota road deaths dropped for the fourth consecutive year in 2011. The 368 deaths represent a 44 percent decrease in annual fatalities from a decade ago. The crash data include 120 unbelted motorists, 111 alcohol-impaired crash victims, 42 motorcyclists and 40 pedestrians. View the 2011 Minnesota Motor Vehicle Crash Facts report for more crash data and find county-specific crash facts for 2011 and for the last five years.

Since 2004, Douglas County has been working to change the odds of crashes and the resulting injuries and fatalities through innovative traffic safety initiatives.

The 4 E’s

Douglas County Safe Communities is a partner of the TZD (Towards Zero Death) Safe Roads program, that is funded by the Minnesota Office of Traffic Safety.  The TZD program has identified four major focus areas, called the 4 E’s for communities working to reduce traffic injuries and fatalities. A combination of strategies from different focus area is often most effective for solving a particular problem.

Education

Education efforts focus on giving drivers the knowledge they need to avoid hazardous driving practices. Although many initiatives target new drivers through mandatory education and licensing programs, education can also improve the performance of mature drivers.

Enforcement

Traffic controls, driver licensing requirements, drunk-driving laws, and other safety-related regulations are known to be effective – when drivers obey them.

Engineering

Modifying or reconstructing roadways can be challenging and time consuming. Careful evaluation of road characteristics is the key to a solid investment in public safety.
